I think the main purpose of the google form is to keep of track of all the entries for the review team, though I wouldn’t be surprised if the form timed out at 11:59 PM Monday for their time zone.
However, you very likely need to have it done before that time. Just give yourself at least 30 minutes beforehand to publish and then submit the form and you should be okay. If the form has an issue when you’re trying to submit, keep a screenshot and email them in a ticket asap.

Thank you so much for answers! I’m safe to last day! woo! Thats’s mean I have extra time on 6:00am, Tuesday March 17th in GMT. So I need add uploads my backgrounds and Overlays before deadline.
Will do publish these day after chapter 3 and approve BGs and OLs.

Sort of! If you haven’t sent in all the overlays and backgrounds you need, I would do it ASAP because they might not get approved in time. If they’re not approved or get stuck in review, portal will automatically keep you from publishing your story. So you need three chapters written and everything approved before the deadline in order to publish.

Yeah, I do for now for all backgorunds and overlays today. If they can’t see or get approved in time (I don’t know if they will) but If they must not. Maybe I will contact episode for different time/day because they’re in America with PST time, not GMT time in UK. I finished all three chapters are written but in only chapter 3 have not only BGs and OLs with directing skills.
I can do it with everything will approved before deadline in GMT.

Worst comes to worst, you can always remove unapproved overlays or use backgrounds already existing in portal! Good luck.
