Krita is one 
GIMP is awesome for edits 
both are available on laptops to be downloaded. Ibis Paint X is a good app for your phone

I personally use Medibang, because it’s simpler and has good amount of useful brushes. It’s available both on laptop and phone/tablet.
Krita has more brushes and is updated regularly. So you can try both of them out and choose the right one.
Also a little side note, Medibang doesn’t require powerful laptop, my laggy laptop handled it perfectly, meanwhile Krita was really lagging.
