Whose background is this and what are their rules on editing their work?
You can add the EFFECT DIM 60 overlay to simulate night.

Without knowing their rules I don’t think I can help edit it.
However, you can duplicate the EFFECT DIM 60 and put one behind your characters and one in front of them to darken the background and not black-out the characters and just use zooms instead of full-view. That would give a night effect without editing someone’s work without their permission.
