I’d say the best villain character in a story I’ve read would be Betty in summer Fever by Lucas, I know she wasn’t exactly a villain villain but she was very rude to Summer and then sorta liked her in the end of the story 
MC from Home Wrecker by Joriemar. I really disliked her but she was good at manipulating other people and she never deviated from being unhinged and ‘evil’ even when she had several opportunities to change for the better.
I’d also say Jenny, I think her name was? Or Jennifer? From the old story Rivals written by Alex Light. Jenny was a very nasty character but she eventually become a very well developed character in this main cast that created lasting friendships with those that she once bullied.
