Can a character be in front of a ui?

Hi!
I’m using a looping background with a ui infront of it. The ui is limo interior so I want two characters sitting on it. I’ve tried lots of different layers and nothing seems to be working.
I just want to know is it a do-able thing? Are you able to place characters in front of the ui?

A ui will always be layered on top of the characters. If you are using a looping background, you can still use the limo as a regular overlay.
