Can an episode story include this...?

I was reading the rules and I came to this one:
No characters may use hard drugs or associated paraphernalia, including but not limited to: cocaine, heroin or other injectables, non-prescription pills e.g. LSD, prescription brand or non-brand medication outside of prescribed use e.g. Xanax, unidentified powders or pills

I wanted to have a character in my story to be an ex-addict, can I?
Of course I had no intention of actually showing him using drugs, but I wanted to add some reference about his past and of the the re-hab (I was thinking about making it very indirect and/or add contect advise).
What do you think? Would I break the rules?

You’re probably fine as long as you keep it to being in the character’s past. If you want to stay extra safe, maybe don’t mention any specific type of drug.

also don’t glorify the use of them and make sure readers know you’re not promoting it!

Of course not! I’m totally against it.
I want to use the character words to do it, like make him say something like “I wish I never did those things” or “I’d never reccomend it to my worst enemy”
