My main character is a stripper and I want to the outfits be as revealing as possible. My character’s hair covers most of the chest area as much as any tank top they have.

Since the hair moves around with different animations, I would be on the safe side and either add one of the lacy bras or the censor bar.

Nah, you’d still need something to cover her chest area
I also think you should add at least a bra or a censor bar.
