it already is an overlay. if it because you want to move it. then you just need to put the background name in as an overlay, like this

INT. GUARD DESK OL - DAY with INT. GUARD DESK OL - DAY
@overlay INT. GUARD DESK OL - DAY moves to layer 1

you can even have the overlay in another background. like this

INT. EURO HOTEL ROOM FLIPPED - DAY with INT. GUARD DESK OL - DAY

Oh okay I just needed my characters to be able to walk in front of it and I didn’t know we could move them like that thank you.
