How do people make art for characters? I know many use Photoshop CC, but how do they get the characters to look like the episode characters? I’ve heard outlines, but how do they work?

I usually edit by taking a screenshot of the character and editing from there.

Do you draw over it?? What about poses? I don’t really understand how to begin, fix up, pose, etc. But I want to learn.
