Does anybody know a good app to change colors of things?

Just like the title says lol, does anybody know a good app to change the colors of already made pictures? Like, I want to take a already made background (of the school) and just change the colors.

I personally use ipiccy.com for all my free editing needs- if you want to change the color just select the ‘Hue and Saturation’ tool
