There is a hood in the outfits section, but if you want to use the one in the picture, you’ll need to upload it as an overlay.

you can not upload clothes to use on characters
there is a video here explaing how to make outfits
as for the picture if you wanna upload it needs to be a png file. also you need to make sure its copyright free, that means getting it from a copyright free website, like pixabay,
that also means dont use anything from google or pinterest since what pictures they have usally are not copyright free.
its against the rules of the app to use copyrighted art.
