I’m not quite sure what they mean by “rule,” but assuming they’re asking for what the new function is, you plug in (x+2) wherever you see x is f(x). Thus g(x) = (x+2)^4 + 1. I recommend using desmos.com for graphing, but in general, when you shift each input by a positive number, the graph shifts left.
