the background INT. NEW AUDITORIUM PODIUMS - DAY has a podium stand but I want my character to overlap it but the podium in defaulted for a character to stand behind it so how can I get my character to be in front of it???

You should be able to move your character to the front by layering her. Just try something like:
@CHARACTER moves to layer 10
Make sure the podium layer is a number less than 10, so it’ll be behind her.
