I’m helping a young girl with coding she saved the links to a few free background drives (Cat, Amanda) those are the only ones she tried so far but each time she wants to download a picture this error appear
any advice?

Mmm I think this can happen if the computer used is signed in to multiple accounts when trying to download the picture. The system doesn’t know if all accounts are safe, so it freaks. It shouldn’t matter if it’s a public drive, but maybe try to sign out of all google accounts then try again?
If that doesn’t work, you might be able to get around it by hitting print and downloading from there, or making a copy of the file you want to download.
