How do you make your outlines?

Well I do the outlines by putting the picture first on layer 1 and then I trace the episode character on the picture to layer 2.
Btw I make my outlines in ibisPaint x and there I use Dip pen (Hard) with stabilizer on 10 and the length of end and start is 40%
(I hope this makes sense, because I am really bad in explaining)
