Help with moving effects

Hi. So I’m nearly finished with my story for the fantasical contest but I’m having a bit of trouble.
I want to use a rain effect but only after the character yells, the rain will come in.

So this is my script
CHAR (talk_angry)
sound thunderclap2
After the sound I want the rain to start.

Can anyone help?
I tried to make the rain invisible using opacity but it doesn’t work.

Weather effects don’t work like overlays do. You’d have to add the background in again with the weather effect.
