Help with overlay directing

I am trying to use a background with 2 overlays, when I used ‘EXT. HIGHWAY CRASH with BLACK BABY SWADDLE with BLOOD POOL’ that worked fine there was no errors. I started to try spot directing and it started to have issue.

EXT. HIGHWAY CRASH with BLACK BABY SWADDLE with BLOOD POOL to 1.000 119 304 in zone 2
@overlay BLOOD POOL shifts to 36 30 in zone 2 at layer 1

My error message now is saying my background doesnt exist but it was working fine until I added the spot numbers.
I am very confused, please help.

you forgot the word ‘shifts’ there

Summary

EXT. HIGHWAY CRASH with BLACK BABY SWADDLE with BLOOD POOL
@overlay BLACK BABY SWADDLE opacity 1
@overlay BLOOD POOL opacity 1
@overlay BLACK BABY SWADDLE shifts to 1.000 119 304 in zone 2
@overlay BLOOD POOL shifts to 36 30 in zone 2
@overlay BLOOD POOL moves to layer 1

You can’t have the layer with the shifts command, so try this:
EXT. HIGHWAY CRASH with BLACK BABY SWADDLE with BLOOD POOL to 1 119 304 in zone 2 at layer 1
@overlay BLOOD POOL shifts to 36 30 in zone 2
