Have you tried having the create commands on separate lines by themselves?

Are the overlays being reviewed or have it been accepted?
&ui LEFT_ARROW create
&ui LEFT_ARROW shifts to 7 187 in zone # in 0 AND ui LEFT_ARROW scales to 0.8 0.8 in zone # in 0 AND ui LEFT_ARROW opacity 1 in 0
You could try that, obv with substituting your zone number and the shift coordinates for the other arrow. 
If it works, you’ll also need to make sure your overlays don’t overlap each other because their transparent area also counts.
I do have the same for right arrow?
Overlays are been accepted
It is error for maybe sub ordinates

You could also try separating them:
&ui LEFT_ARROW create
&ui LEFT_ARROW shifts to 7 187 in zone # in 0
&ui LEFT_ARROW scales to 0.8 0.8 in zone # in 0
&ui LEFT_ARROW opacity 1 in 0
And that way, when you save, it might help isolate the problem to one of the lines. I honestly can’t see any problem, but it might just be that I’m blind to it.

You need dialogue here.

Whenever you have a character name and then an animation in brackets, you need to have dialogue (or a thought bubble) directly on the line below it.
But if you dont want her to say anything, you could just have:
@JENNIFER starts dustoff_neutral_loop
or
@JENNIFER is dustoff_neutral_loop
or
&JENNIFER is dustoff_neutral_loop
That way, the script won’t be needing a dialogue with the animation.
