I never used Ibis paint but I can say is that using a blur tool no matter what software is a bad idea. Blurring can turn the piece muddy very quickly. I would rather use a hard round brush and a soft round one, e.g watercolor brushes. https://youtu.be/-oPp6NE4WL8 That guy explains a good blending technique that can be used on any art style. If you are not comfortable with blending colors through soft round brushes, I would stick with an airbrush tool then, but be careful to not overblend.
