You can put her (the girl towards the front) in a lower layer and the other girl (towards the back) a higher layer. Then, have them in a sitting animation.
You need to put one character in layer 1, the other character in layer 2 and the overlay (car) in layer 3. I can’t tell if the car is cut out, but in order to put them “inside” the car the seats need to be removed, or cut out and be put one more layer behind. I’m not good a explaining, maybe someone else can–

If this is only one overlay, you won’t be able to. You’d need two separate overlays. Half for the back (i.e. The seats + back of the car), and half for the front (i.e. Front of the car + windshield). Otherwise it will show your characters either in front or behind the overlay as it’s only one thing It’s a similar concept as putting characters in picture frames, license photos, or mirrors.
