Only episode team does that but if you want to make outfits for your art then yeah. I am not an artist tho.

How to get these hair colours

They are not and are probably never going to released to us as that is a featured hairstyle. The best way to ask for these is in the limelight wishlist thread but not that one as that costs gems but you can try asking for the free ones. e.g. background character hairstyles.
