Go to the google store and find some apps that can do that. That’s what I do.

literally just google “jpg[or whatever the file is] to png” and use an online converter
You can use pixlr, you can cut out images there 
Just put in your image you want to cut (or if it is already a png from a png website, you can just upload it as is) then use the eraser tool to cut out the parts you don’t want
