You create the background characters then you spot place them in your story. They can’t be randomly generated.
unfortunately they can’t be randomly made, you have to create them all prior – episode does have those starting characters when you first create a character that you can use, but i suggest just changing a couple things like the hair, eyes and shirt to make it seem pre-made
