How do i fix this error in my story?

I have 2 overlays in a scene and for a split second the overlays show up in a different spot and are a different size before they orient themselves to how I placed them originally. I used both the & and @ commands and the same error is showing up
here is my script:
INT.STAGE with FLAG with PODIUMS LIT
@transition fade in black
&overlay 5256300612681728_FLAG shifts to -3 234
&overlay 5256300612681728_FLAG scales to 2.098 2.098
&overlay FLAG to layer 0
&overlay PODIUMS LIT shifts to -144 -27
&overlay PODIUMS LIT scales to 1.000 1.000
&QUEEN spot 1.280 224 -75
&KING spot 1.280 91 -56
&KING moves to layer 4
&QUEEN moves to layer 4

Place the transition command after you place the overlay and characters
