You would need to put the characters in layers. If CHARACTER1 is behind CHARACTER2, then that means that CHARACTER1 is in a layer farther back then CHARACTER2.
HOW TO FIX THIS
You would have to type
@CHARACTER1 moves to layer 1 (2 or 3) if you want to put one character in front of another
