How do I make multiple characters appear at once?

Hello, I’m a new writer and I have been struggling with a bit with directing. One thing in particular that I’m struggling with is making multiple characters appear at once using spot directing. For example, lets say there’s CHARACTER1 in spot 0.668 174 340, CHARACTER2 in spot 0.624 212 364, CHARACTER3 in spot 0.846 33 229 and CHARACTER4 in spot 0.855 116 229. How I would write it, it would be:
@CHARACTER1 spot 0.668 174 340
@CHARACTER2 spot 0.624 212 364
@CHARACTER3 spot 0.846 33 229
@CHARACTER4 spot 0.855 116 229
add in some layers, where they would be facing and what they should do.
When I do this they all pop up on screen one after one instead of appearing at once. Is there any way to make these four characters, and perhaps even more, appear at once.
Thanks in advance.

Example:
&CHARACTER1 spot 0.668 174 340 in zone 3 at layer 3 AND CHARACTER1 is animation
&CHARACTER2 spot 0.624 212 364 in zone 2 at layer -4 AND CHARACTER2 is animation
&CHARACTER3 spot 0.846 33 229 in zone 3 at layer 1 AND CHARACTER3 is animation
&CHARACTER4 spot 0.855 116 229 in zone 2 at layer 4 AND CHARACTER4 is animation

Use & instead of @ this will prevent popping up, make sure you place your characters before pan to zone.
