How do I move my overlays in all different angles? Help!

Hai can someone please explain this to me. I’m trying to do a moving intro to my story. Where my female character looks at the screen and has a face expression. I already have overlays I need, but I need to rotate, turn, and etc…Is their any way I can??? Please help!!
