How do I slow a rotation of an overlay?

Hey, I have seen this a couple of times and I tried doing it myself but it won’t work.

  • I saw in a couple of stories (example) character throws a knife or something and it rotates but then it slows down for a few seconds and then continues.
    Kinda makes the moment intense yeah?
    If somebody knows how to do it do tell! Thank you in advance.

Probably, but I dont know how to code it or should I use infinite loop or not
