How do I add weather effects to the middle of the scene? I want light rain to make it look like the shower is running.

I added it but its not showing up…
Here is what I have

So I took the layering out and added the word effect and i got an error saying need more than 1 value to unpack…never seen that before

I just removed it all because all I did was tack overlay moves to layer out and then tock with out and put effect in place and it did that. I just deleted it and choice not to have water for the shower…
