How do you get the mask and the hood on a character?

I’m guessing that’s the reason and come to think of it, all the characters I’ve seen it with have been on female avatars. Which is ridiculous. Kind of takes away from my whole story.

It was necessary for story revamp purposes. Because it wasn’t working I worked around it and had the camera zoom in on parts of the hood and then changed clothes so he was in the mask and had it zoom in on the mask. But it’s pretty limiting on the ideas I had for the revamp so I’m a little annoyed.
