How do you get your character to go in front of your overlay?

It’s the spot positioning. Are you familiar with that?

If not, then put

@CHAR stands x in layer 1

(The “x” stands for screen left/right/center or upscreen left/right or back left/right)

If it is still behind the overlay then put layer 2 instead of 1
