How do you have a character on stage once you change the background?

I am trying to change backgrounds to a pool scene and have characters starting on the actual screen without them entering in… how do I do it?

@CHARACTER stands spot

@CHARACTER spot (scale, coordinates)
or
@CHARACTER stands screen (right,left,center,upscreen left, upscreen right, upscreen center)
