How do you rotate an overlay anticlockwise

So basically, I have a coffee cup overlay, and I want to make a scene where the teacher spills it. So, the coffee overlay is 0 degrees. And I want to rotate it 90 degrees anticlockwise so it looked like he spilled it, rather than rotating it 270 clockwise, and I need to spin in a span of 4 seconds. Does this make sense?
Then the overlay shifts here and during the time it shifts here, it spins 90 degrees anticlockwise, But i don’t know how.
