How to create a "bright" screen effect?

I’ve seen stories where the characters are sitting in the dark while watching tv where the TV screen appears to be bright.

Can anyone tell me how to get this effect? Plz

It’s all overlays i assume you need a clear-ish light overlay, the tv/screen overlay an then it’s just placement an layering

As Rose say you can make this by using overlays while using layers.

One of the way to do it

have "all black ovelray and set it on opacity around ,
to darken the room

everything what should be in dark must be on lover layer than the black overlay layer

all what has to be bright has to be on higher layer than the black overlay

So you just take the TV overlay and put it on higher layer-
