How to create an overlay?

Does anyone knows any apps to create overlays or any websites. It’s just that, thought I could create myself any overlays I need for my stories.
Please don’t mind the category I’ve put this topic into😂

I always use https://www.cleanpng.com/ to create overlays for my story.
And I always use https://www.remove.bg/ to remove their background :grin:

I mostly search for a specific thing with typing “png” or I use the app “gimp” to make an overlays out of a picture…
