Do you mean create a tattoo as a general decoration/kind of object or do you mean a tattoo overlay for the character to have? If you’re looking to request an overlay, you can visit my shop 
If you want to make your own overlay, I find Pixlr Editor (Pixlr x is easier for beginners) a good website to use if you’re on a computer

I want the tattoo to be an overlay for the character to have and someone mention to me Pixlr Editor and I went there but I got confused when I went to the website.
