How to place characters in front of car overlay

I can’t quite figure out what the format is for placing characters in different layers. And is 0 the default layer?
Here’s what I have:
EXT. JUVIE BELLVUE HOTEL ENTRANCE - NIGHT with CAR SIDE PURPLE
@speechbubble reset
@LEXIE changes into Lexie Lasik
@WYNDELL changes into Wyndell 12hr hangout
&WYNDELL moves to layer 2
&LEXIE moves to layer 2
@WYNDELL stands screen left AND WYNDELL faces right
@LEXIE stands screen right AND LEXIE faces left

You have to use layering for the car as well
@overlay CAR SIDE PURPLE moves to layer 1

(You can use any layering less than 2 since you want the characters infront of the car)
