How to place characters in front of OL backgrounds

I want to have someone sitting behind the desk of INT. GUARD DESK OL - DAY as well as someone standing in front of it. Is that possible?

Yep!!
@Character1 moves to layer 1
@overlay overlay name moves to layer 2
@Character2 moves to layer 3

@Character1 starts animation
@Character2 starts animation

You just have to use layers hope that made sense :))

INT. GUARD DESK OL - DAY with INT. GUARD DESK OL - DAY at layer #

(# - whatever layer number you want it on)

Then you can layer characters between the desk this way.
