I guess if that’s what it says, then them’s the rules.

Is it necessary for that part to be in phonetext format? That’s only a short scene, I imagine it could be in cinematic mode just as well.

If you just want the bubble style, you could make an overlay of it.

Or you could ask the reader of they’re done with those three people and if they are, move on to the other two people in a separate choice
