I fit all the requirements but have no yet been promotednto a member 
I’m not sure if one can become a member if they are not already. I think it’s reserved for those who have been a member of the old forums website

yeah, the little member thing under the username just means you were a member in the old forums. For trust level member, read this thread. You need to get to at least trust level 2.
