Your MC doesn’t have personal conflict, I think a good avenue would be her relationship with her mother especially if her mother is the reason the LI is conflicted about their relationship. You can juxtapose the MC’s relationship with other relationships around them. You can make her someone with a very narrow perspective, a child’s perspective, on how things happened with her father and send her through a journey of discovery that uncovers the truth about him that ultimately brings her closer with her mother who then accepts her relationship with the LI. So she wanted to complete her father’s story but she ends up completing her own story in a sense.
