I need help! need more than 1 value to unpack error! also How to remove default overlays from backgrounds?

I want to add an overlay and a weather effect in the same background. My script is:
INT. CHURCH GARDEN OL - DAY with effect SNOW AND with EMPTY
But the error keeps on coming up. Can anyone give me any advice please?

Also, how do you remove default overlays from backgrounds .

Delete the AND
So it will look like this:
INT, CHURCH GARDEN OL - DAY with effect SNOW with EMPTY
