I need help finding a website that is free and I can use layers on. I’ve been all over the internet and I’ve haven’t seen anything and I need help!!! Do you have any suggestions? I used Pixlr but it isn’t working

I’ve seen people make great covers using gimp it’s free as long as you don’t mind downloading it that should work well for you.
