I'm having problems with Overlays

I’m a new semi-new to writing on Episode and haven’t used overlays that much. My problem with overlays is that I can’t have a character in front of the overlay. I don’t know if episode can’t do that or I’m just clueless.
Here’s the code I have so far.
INT. GUARD DESK - DAY with DESK OFFICE WOOD
@pan to zone 2 in 0
&SECURITY GUARD spot 1.15 75 75 in zone 2 THEN SECURITY GUARD faces right AND SECURITY GUARD starts idle_armscrossed_neutral_loop
&SECURITY GUARD moves to layer 1
Any help would be nice.

You need to layer both the overlay and the character. If you want the overlay to be behind the character, it needs to be at a lower layer number
