I’ve been following a couple of tutorials but there’s two things I need to know: how do I change where my characters are standing (not the background, the placement) and how do I make one character shorter then the other?

This guide will help 
You can change their heights in spot directing (scale controls height and move controls up-down, left-right)
First number is height
second number is left-right
third number is up, down
Higher numbers on the right, lower on left. Higher numbers up, lower down. Think of it like a graph.
Ex.
&CHAR spot 1.280 50 0
1.280 = height (default)
50 = left-right value
0 = up-down value
