So I was playing Operation:Quarterback by Layton Beckett and went through this scene. I’m just wondering how did she do it! Can it be done using the ‘set format phonetext’ command or it has been used as an Overlay here??

I think this is some sort of overlay, because the phonetext format is much plainer than this… 
She most probably created texting overlays and added them into the script.

And it popped up from the side.Is there any other code for popping up the overlays or was it just an easing function? But as far as I know,most of the easing functions work vertically.

It was an easing function, most probably. To make it horizontal, all you have to do is spot direct using the same horizontal coordinates, if that makes sense, then just add the easing function in it.
