Okay, so I’m trying to make the lady with the afro behind the desk and onto the chair, but it’s not working?
I even moved her to layer -10 but she still wont be behind the desk 
Idk what to do. Help?
Background is INT. PHILADELPHIA TIMES OFFICE - DAY in zone 2
Right now, that desk is part of the background. The desk needs to be made into an overlay, then you can place the overlay at layer 2, and the character at layer 1! Check the art catalog to see if it is already an overlay.
