I don’t think it is cultural appropriation, but I can be wrong. Unless, the person is directly mocking the culture then it can be classed as cultural appropriation because they are wearing elements of the culture and just straight making fun of it..

However, if they are just wearing and celebrating then it’s not cultural appropriation. Hope this helps!
