I’d like to ask this question to you.
I’ve found this great background with a tall building which seems to be great for my story. This background belongs to the writer’s portal of Episode. 
Could I take this building and use it as an overlay, to another background?

I don’t think there would be a problem if you did that but just in case, maybe get a direct and valid answer from Episode by entering a ticket in.

Yes, I’ve never heard of anyone having a problem using episode assets to make custom backgrounds for episode stories.
You can edit any episode assets any way you like for personal use. You just can’t make a public drive of edited episode assets for others to use.
