Issue with overlay not being top layer

Having a issue with my overlay not being in front of the character

INT. ARCHIVE ROOM - DAY with BLACKFILTER at layer 1

@CHARACTER moves to layer -1

&overlay BLACKFILTER opacity 0.8 in 0.1

@CHARACTER stands screen center and CHARACTER is cry_sob_sad_loop

You need to place your character in the scene first then layer them. So add the layer command on the same line when you place your character
